Down the stairs?

I work with a person who is handicapped and most times she is in a wheelchair. The stupid places where they have the invalid parking places for example on a slope! yeah I am not kidding you and then I see a picture like this! what the hell are they thinking?

Even though it is simple to follow let me translate " Invalid toilets downstairs" yes actual stairs, no lift.
